If you are evaluating line pipe for an oil, gas, water or slurry transmission project, api 5l steel pipe is the specification you will see on almost every quote. This guide walks you through what PSL1 and PSL2 really mean on the MTC, how to pick between SMLS, ERW, LSAW and SSAW, and how to qualify a mill-direct supplier that can deliver the documentation your EPC, end user or third-party inspector will ask for.
API Specification 5L is the American Petroleum Institute's line pipe standard used worldwide for the transport of oil, natural gas, water and CO2. The 46th edition reorganized the standard around two product specification levels — PSL1 and PSL2 — and explicitly defined the manufacturing routes that can supply them: SMLS (seamless), ERW/HFW (electric resistance / high-frequency welded), LSAW (longitudinal submerged arc welded) and SSAW (helical/spiral submerged arc welded).
The standard is dual-numbered with ISO 3183 at the international level and aligned with GB/T 9711 in China, so an api 5l steel pipe order placed with a mill-direct supplier can be cross-referenced against either of those standards when local authorities require it. For a procurement engineer, that alignment is important: it means the same heat, the same test program and the same MTC can be accepted by an EPC in Houston, a refinery in the Middle East or a national pipeline company in Asia without re-testing the pipe.
PSL1 and PSL2 are not two different products; they are two different acceptance thresholds applied to the same nominal pipe. PSL2 is the level most EPCs, national oil companies and refinery owners specify for transmission and process lines. The table below summarizes the practical differences a buyer will see in the mill test certificate and the inspector's daily report.
| Item | PSL1 | PSL2 |
|---|---|---|
| Charpy impact test | Not mandatory | Mandatory, with agreed energy values per grade |
| Chemical composition | Maximum limits only | Tighter product analysis, controlled CE/Pcm, mandatory for sour service |
| Weld seam repair | Permitted under defined limits | Weld seam repair is generally not allowed; only pipe body repair is restricted |
| Non-destructive testing | As agreed | Mandatory NDT of the full pipe body and weld (UT/RT/MT) |
| Traceability | Heat-based | Heat + pipe-number based for full traceability |
For low-pressure utility water, fire water or plant air, PSL1 is often specified and is the more cost-effective choice. For crude oil trunk lines, gas transmission, refinery feed lines and any line in H2S-containing service, PSL2 with a documented NDT program is the right baseline. EZ Steel Industrial's api 5l steel pipe inventory and production program covers both PSL1 and PSL2, so the same mill can be your single source for the low-pressure headers and the high-pressure transmission sections of the same project.
The "X" number in X42 through X120 is the minimum specified yield strength in ksi. Higher grades let you increase operating pressure, reduce wall thickness or extend design span, but they also demand tighter control of chemistry, heat treatment and NDT. For most gathering and distribution lines, X42/X52 are the workhorse grades. Long-distance gas transmission typically moves to X65/X70, and X80/X90 are reserved for the most demanding large-diameter projects.
A mill-direct supplier should be able to quote more than one route for the same nominal size, because the right answer depends on the design code (ASME B31.4 / B31.8, IGEM, GB 50251), the operating pressure and temperature, the medium, and whether sour service (NACE MR0175 / ISO 15156) applies. EZ Steel Industrial's carbon & carbon alloy steel manufacturing network covers SMLS and welded routes across its Cangzhou, Yangzhou and Lishui facilities, which means the engineering team can recommend the route based on the application rather than on what is in stock that week. When the procurement package also needs matching pipe fittings and pipe flange components, the same mill-direct relationship extends naturally to the elbows, tees and flanges that have to be welded to the line.
Documentation is where many line-pipe orders fail the receiving inspection, not the pipe itself. Before you sign the purchase order, agree on exactly which certificates, reports and traceability records will be issued for the heat and the pipe numbers you are buying. A mill that can deliver the full package from one source saves you weeks of chasing paperwork.
For sour service or offshore orders, also plan for NACE MR0175 / ISO 15156 compliance evidence, hardness mapping on the weld and HIC / SSC test reports where the project specification requires them. EZ Steel Industrial's quality system is built around ISO 9001 with API 5L and API 5CT product certification, and the mill routinely issues 3.1/3.2 MTCs for both PSL1 and PSL2 line pipe orders.
Line pipe on its own is rarely the full scope of a project. The same procurement package usually has to include matching butt-weld fittings, flanges, gaskets and stud bolts, and increasingly external coatings such as 3LPE, FBE or single-layer FBE for buried service. Buying all of these from a single integrated supplier removes the interface problem of mismatched MTCs, different delivery schedules and unclear responsibility if a leak shows up at a gasketed joint.
The company's pipe fittings range covers BW, SW and threaded configurations in carbon, alloy and stainless steel to ASME B16.9, B16.11 and B16.3, sized to match the same ASTM, ASME and EN standards as the line pipe itself. Paired with the steel and copper-nickel pipe flange families and the non-metallic and spiral-wound gaskets, the project can be released under one quality plan with one shipping schedule. For EPCs working to a tight construction window, that integration usually outweighs any small unit-price difference on a single line item.
Trading houses and brokers are useful for spot volumes and small tonnages, but for project-grade PSL2 orders they introduce a layer that is hard to audit. The three problems we see most often are: (1) the MTC issued by the actual mill is replaced by a re-issued certificate that does not always carry the original heat number, (2) NDT scope is reduced without the buyer's knowledge because the mill run was originally booked to a different order, and (3) delivery promises slip because the trader has no control over the mill rolling schedule.
A practical pre-order check
Before issuing a PO, ask for the mill name, the production line that will roll the order, the planned rolling date, and a sample of the MTC layout. A mill that can answer these questions within 24 hours is the same mill that will deliver your 3.1/3.2 certificates on time. The carbon & carbon alloy steel production footprint of EZ Steel Industrial is built around three sites — Cangzhou for alloy inventory and custom fittings, Yangzhou for large-scale carbon and alloy pipe, and Lishui for stainless and copper-nickel — so orders can be split across lines to match rolling windows and keep delivery on the critical path.
A well-structured RFQ saves a week of clarifications later. The list below is the minimum information a mill-direct supplier needs to quote a real price with a real delivery window. Send it with your next inquiry and you will get a tighter response, faster.
If your project also needs pipe fittings and pipe flange items to match, send those queries together. The same mill can then propose a single package, a single MTC style and a single consolidated shipment that simplifies your receiving inspection and your project documentation index.
A line-pipe order succeeds or fails long before the pipe is rolled. The questions to ask are simple: who actually produces the pipe, who writes the MTC, and who is on the other end of the email when a third-party inspector opens a punch item. Working with a mill-direct manufacturer — one that operates the rolling lines, runs the heat treatment, performs the NDT and issues the certificates — shortens the answer to "us" for every step of that chain.
EZ Steel Industrial has been producing line pipe and matching piping components for oil and gas, power, water and marine projects since 1994, with 500+ employees and 480,000+ tons of annual production capacity. The Cangzhou, Yangzhou and Lishui sites run SMLS, ERW and LSAW lines under the company's carbon & carbon alloy steel program; the in-house lab covers chemical, mechanical, hydrostatic and NDT; the quality system is ISO 9001 plus API 5L/5CT. If you are ready to issue an RFQ, the engineering team can quote PSL1 or PSL2 api 5l steel pipe in the grade, route and quantity your project needs.
Send your line-pipe specification, end use and target delivery window, and EZ Steel Industrial will return a mill-direct quotation with MTC layout, NDT scope and rolling schedule within one working day.
