JIS G3461 is one of the most widely specified carbon steel tube standards for boiler and heat exchanger duty across Asia. But when the same tubes are headed for European projects, a different question comes up: how does a Japanese standard fit inside the EU Pressure Equipment Directive (PED 2014/68/EU)? The short answer is that JIS G3461 steel tube can absolutely be used in PED-compliant equipment — provided the right appraisal, testing, and documentation steps are followed. This article walks through exactly how that works.
JIS G3461 specifies seamless and welded carbon steel tubes for boilers and heat exchangers: water tubes, smoke tubes, superheater tubes, air preheater tubes, condenser tubes, and catalyser tubes used in chemical and petroleum plants. The standard defines three main grades — STB340, STB410, and STB510 — where the numbers reflect minimum tensile strength in megapascals.
Chemical composition is tightly controlled for each grade. STB340 holds carbon to 0.18% maximum with manganese between 0.30% and 0.60%; STB410 allows carbon up to 0.32% with manganese from 0.30% to 0.80%; STB510 uses a higher manganese range of 1.00% to 1.50%. Phosphorus and sulfur are each capped at 0.035% across all grades. Mechanical properties are guaranteed as well: STB340 delivers a minimum tensile strength of 340 MPa and a yield point of 175 MPa, STB410 minimum 410 MPa tensile and 255 MPa yield, and STB510 minimum 510 MPa tensile and 295 MPa yield. Tubes are supplied in an annealed or normalized condition and must pass tensile, flattening, or bend tests plus a hydrostatic or non-destructive test before release. That material baseline is exactly what PED compliance builds on.
PED 2014/68/EU applies to pressure equipment — vessels, piping, safety accessories, and assemblies — where the maximum allowable pressure exceeds 0.5 bar. Piping systems inside boilers, heat exchangers, and process plants fall squarely within its scope. Compliance means meeting the Essential Safety Requirements (ESRs) set out in Annex I, which cover design, materials, fabrication, and testing, and then carrying out conformity assessment through the module that matches the equipment's risk category. Only after that can the CE mark be affixed and the equipment legally placed on the European market.
The important detail for tube buyers is that PED does not maintain a list of "approved" national standards. Instead, the directive evaluates each material on its own merits. That is why a Japanese standard can coexist with a European regulatory framework — the two operate on different levels, and the bridge between them is a formal material appraisal.
