Inside a real refinery expansion: how a single carbon steel pipe package ends up drawing on ASTM A106, A53 and API 5L at the same time — and how a mill-direct supplier turns three RFQs into one delivery.
Ask a procurement engineer which carbon steel pipe standard they need and the honest answer is usually “it depends on which line you are asking about.” On a typical refinery, gas processing or cross-country water pipeline project, the same PO will quietly carry three different carbon steel pipe families: a high-temperature seamless tube for the fired heater, a low-pressure welded tube for the utility rack, and a line pipe for the incoming or outgoing main. Treating them as one specification is the most common way to lose both money and schedule. This case study walks through exactly how that split happens on a real project — and how a mill-direct supplier with a complete pipe fittings and pipe flanges inventory ships all of it under one quality plan.
The package in question was a 2 million tonne per year refinery expansion in Southeast Asia. The EPC owner split the rotating equipment and process units into separate bid packages, but the metallics — the pipe, fittings, flanges and gaskets that physically tie the units together — were bundled into a single materials supply contract. Three line items dominated the tonnage:
On paper, three separate specifications, three separate heat-treatment regimes, three separate documentation sets. In the yard, they all share the same truck, the same inspector and the same delivery slot.
ASTM A106 / A106M is the specification of choice for seamless carbon steel pipe in high-temperature service. The refinery hydrocracker demanded Grade B (0.30% max carbon, 35 ksi minimum yield) for the hot reheat circuit, where the operating temperature sits between 380 and 430 °C and the design pressure reaches 90 bar. Killed steel, full annealing and a mandatory hydrostatic test were all non-negotiable. The total tonnage across elbows, straight runs and field bends came to about 1,800 tonnes.
Because A106 is a seamless specification, every length must come from a piercing mill or hot-extrusion line — not from a coiled strip. The producing mill identity matters: a number of welded-pipe producers will offer A106-Look material, but only a true seamless mill can issue an MTC that names A106 / A106M as the manufacturing standard. The owner's third-party inspector accepted only mill-issued EN 10204 3.1 certificates with the heat number stamped on each pipe end.
ASTM A53 / A53M is the lower-cost counterpart to A106 and the right answer for water, air, steam and fire-protection service. On the same project, the engineering team used A53 Grade B Type E (electric-resistance welded) for the fire-water mains around the perimeter of the process units, the utility air headers inside the control room, and the diesel generator cooling loop. Operating temperatures stayed under 95 °C and pressures under 16 bar, well within the limits of the specification.
Two practical details caught out the new procurement engineers on the team. First, A53 Type E requires the weld seam to be heat-treated after forming to meet the mechanical properties; mills that skip this step will sell at a discount but cannot pass the standard's flattening test. Second, the fire-water section demanded hot-dip galvanizing to ASTM A53 / A53M Section 17, with a minimum coating weight of 550 g/m². The galvanizing line and the ERW line do not always sit at the same mill, so the galvanized pipe section was sourced from a different rolling mill than the black pipe section — and re-issued MTCs — within the same procurement package.
The 28 km incoming gas line sat in a different specification world entirely. API 5L PSL2 with grade X65 was the minimum bar set by the gas supplier, because the operating pressure of 75 bar and the presence of a low-H2S fraction in the feed made the standard's mandatory impact testing and CEpcm limits (≤ 0.25) essential. ISO 3183:2019 was called out alongside API 5L in the technical annex, in line with the EPC owner's European heritage.
About 2,400 tonnes of LSAW (longitudinal submerged arc welded) pipe was ordered, with 18 mm wall and 610 mm OD for the trunk line and 12.7 mm wall for the lateral sections. Each length required a full traceability dossier: MTC to EN 10204 3.1, Charpy impact test results at −20 °C, hardness survey on the weld seam, and a hydrostatic test report at 1.5 times design pressure. Because the route crossed a river and a highway, the mill also provided pre-tested pup pieces with factory-applied 3LPE coating to ISO 21809-1.

In the end, the full 4,200-tonne package was delivered in 14 weekly shipments over a 16-week window. The owner saved roughly 11 weeks of inspection slot booking compared with running three separate vendor qualification cycles, and the EPC closed out the metallics procurement line on the original baseline schedule.
A carbon steel pipe package is never just the pipe. The same project also included several hundred ASME B16.5 pipe flanges (mostly WN and SORF in Class 150 and Class 300), B16.9 butt-weld fittings, B16.11 socket-weld and threaded fittings for the small-bore instrument lines, plus the full gasket stud bolt nut stack in ASTM A193 B7 / A194 2H. Specifying these as a single source meant that every joint in the plant shared the same traceability chain and the same certificate language — a quiet but important win for any future audit or turnaround.
For projects that also include isolation and control valves, the same logic applies: a single supplier that can deliver the industrial valves matched to the pipe schedule removes a layer of interface risk. Most EPCs prefer to keep the metallics together for that exact reason.
