A practical procurement playbook for EPC contractors, boiler makers, and condenser fabricators comparing JIS G 3463 STB stainless tubes with ASTM A249, A213 and EN 10216-5 equivalents — with a mill-direct sourcing checklist for SUS304TB / SUS316TB boiler and heat exchanger tube buyers from EZ Steel Industrial.
When a power-plant boiler specification calls for austenitic stainless steel tubes in the superheater, economizer, or condenser section, the procurement team is usually handed one of three familiar names: ASTM A249/A269, EN 10216-5, or JIS G 3463. The third option — the Japanese Industrial Standard for stainless steel tubes for boiler and heat-exchanger service — is increasingly chosen for projects that pair Japanese-designed boilers (Babcock-Hitachi, Mitsubishi Power, IHI) with global EPC schedules, and for export-built heat exchangers that need a clean cross-reference back to SUS304TB and SUS316TB chemistries.
This guide is written for the buyer, project engineer, or quality manager who has to specify, compare, and ultimately source JIS G3463 steel tube on a real project. We will walk through what the standard actually covers, how its grade naming convention works, the dimensional and testing requirements you must verify on the mill test certificate, and how to compare it against the most common ASTM and EN equivalents. The goal is to leave you with a procurement document you can hand to a mill-direct manufacturer and a short list of questions that will reveal whether a supplier is genuinely mill-direct or simply trading stock.
JIS G 3463 is the Japanese Industrial Standard "Stainless steel tubes for boiler and heat exchanger" (ステンレス・ボイラー・熱交換器用ステンレス鋼管), first issued 1994 and most recently revised in December 2023 (JIS G 3463:2023) by JISC. The standard covers seamless, cold-worked seamless, and welded austenitic, austenitic-ferritic (duplex), and ferritic stainless steel tubes for high-temperature boiler tubing, superheater and reheater tubes, economizer tubes, and heat-exchanger and condenser service. Three features distinguish G 3463 from a generic stainless tube standard. The "TB" suffix in every grade name is mandatory (e.g. SUS304TB, SUS316TB, SUS321HTB), never bare 304 or 316. The standard includes a defined manufacturing route, test regime, and tighter dimensional tolerances than generic ASTM A249 or A269. It calls out hydrostatic or NDT as a default acceptance criterion, with hydrostatic test pressure P = 2ts / D, capped at 10 MPa unless otherwise agreed.

The grade code carries four pieces of information in a single line of text. Taking SUS316HTB as the worked example: "SUS" is the JIS stainless prefix; the alloy number (304, 316, 321, 347, etc.) gives the family, almost one-to-one with ASTM (SUS304TB ≈ SA-213 TP304, SUS316TB ≈ SA-213 TP316, SUS321TB ≈ SA-213 TP321, SUS347TB ≈ SA-213 TP347, SUS316LTB ≈ SA-213 TP316L). A letter H means "high temperature" with a deliberate carbon range split (e.g. 0.04–0.10 % C for SUS304HTB versus ≤0.08 % for SUS304TB) that gives better creep resistance above about 525 °C. An L means "low carbon" (≤0.030 % C) for welded fabrication where intergranular corrosion resistance in the as-welded condition is required. TB stands for "tube boiler" and is the JIS G 3463 marker. For high-pressure or high-temperature service, always require the TB suffix on every line of the MTC.
The JIS G 3463 chemical composition table is a tight spec. The 2023 revision keeps the same heat-analysis limits as the 1994 edition for most grades, with only minor clarifications around nitrogen-controlled duplex and super-duplex chemistries. The table below shows the most-commonly-procured grades.

A practical point on Ti-stabilised grades: the titanium content in SUS321TB and SUS321HTB is specified as a function of carbon (Ti ≥ 5 × C % for the standard grade; 4 × C % to 0.60 % for the high-temperature grade). This is intentionally different from the ASTM A213 TP321 rule and from the EN 10216-5 1.4541 rule (Ti 5 × C to 0.70 %). A buyer who simply asks for "321" may receive material that complies with one regime but not the other — always pin the exact standard on the purchase order.
The mechanical property table is short and the values are familiar to anyone who has read ASTM A213 or EN 10216-5. Three numbers define acceptance: yield strength, tensile strength, and elongation.
| Grade | Yield ≥ MPa | Tensile ≥ MPa | Elongation ≥ % (OD ≥ 20 mm) |
|---|---|---|---|
| SUS304TB / SUS304HTB | 205 | 520 | 35 |
| SUS304LTB | 175 | 480 | 35 |
| SUS309TB / SUS310TB | 205 | 520 | 35 |
| SUS316TB / SUS316HTB | 205 | 520 | 35 |
| SUS316LTB | 175 | 480 | 35 |
| SUS321TB / SUS321HTB | 205 | 520 | 35 |
| SUS347TB | 205 | 520 | 35 |
| SUS410TB | 215 | 410 | 20 |
| SUS430TB | 245 | 410 | 20 |
The 35 % elongation figure is one of the higher values among the major stainless tube standards; ASTM A213 TP304 requires 35 % as well, but EN 10216-5 1.4301 only requires 30 %. This is one of the reasons JIS G 3463 is sometimes preferred for cold-bending into U-bend heat-exchanger tubes, where the high minimum elongation reduces the risk of surface cracking during the bending operation. U-bending, in turn, links u bend tube and heat efficiency tube families that are part of the broader heat-exchanger supply chain.
OD tolerances in JIS G 3463 are given as separate columns for hot-rolled seamless, cold-worked seamless, and welded (auto-arc, laser, ERW) tube. The tighter cold-worked and welded tolerances are the ones that matter most for condenser tube bundles, where a ±0.20 mm OD fit into the tubesheet is the difference between a clean expansion joint and a rework at site.
| OD mm | Hot-rolled seamless | Cold-worked seamless | Auto-arc / laser / ERW |

Wall-thickness tolerance is given as a percentage of nominal wall and depends on the wall range. The standard also caps wall-uniformity deviation at no more than 22.8 % of nominal wall for tubes of 5.6 mm wall and above. Length tolerance is +7 mm / 0 for OD ≤ 50 mm and +10 mm / 0 for OD > 50 mm, with an extra 3 mm added for every 3 m or part thereof above 7 m, capped at 15 mm. Together these tolerances are the reason an experienced buyer asks for the tolerance class on the PO (Standard, Precision, or Special) rather than accepting whatever the supplier proposes by default.
JIS G 3463 lists five mandatory tests in addition to chemical analysis and tensile testing. They are not optional, and the mill test certificate must record the actual result for each one.
Five tests are mandatory: flattening (no cracks at the calculated plate distance, with e = 0.09 for austenitic and 0.07 for duplex/ferritic), flaring (1.20 × OD austenitic, 1.14 × OD duplex/ferritic, no cracks), uncoiling/flatten-on-weld (welded tubes only, weld must not crack), grain size (SUS321HTB only, average ≥ 7), and hydrostatic or NDT at P = 2ts / D, capped at 10 MPa unless otherwise agreed.
Procurement pitfall — Some stockists quote a JIS G 3463 grade but only run a hydrostatic test to a generic 7 MPa default. Always ask for the test pressure calculation on the MTC, and require the actual P value, the t used, the D used, and the s used. A missing calculation is grounds for rejection at goods-in.
Most international projects let the buyer choose between JIS, ASTM, EN, or GB/T equivalents. The table below covers the most common substitutions; always confirm with the design authority before issuing the purchase order, because pressure ratings, temperature limits, and testing frequencies differ between the four systems.

If the project is in mainland China, the Chinese equivalent is gbt13296 steel tube for boiler and heat-exchanger service and gbt14976 steel pipe for fluid-transport pipeline service; in Europe, en10216-5 steel tube covers the seamless pressure-side option and a213 a213m steel tube is the ASTM seamless-pressure equivalent. In North America, a249 a249m steel tube is the welded-pressure equivalent frequently substituted for JIS G 3463 welded grades.
The grade selection is usually driven by three variables: temperature, fluid chemistry, and welded-fabrication requirements. The final call should always be confirmed against the design code (ASME B31.1, B31.3, EN 13480, or the local pressure-equipment code) and the operating fluid data sheet. For water-cooled condensers, fresh-water heat-exchanger bundles, and HVAC evaporator coils, the standard choice is SUS304LTB or SUS316LTB. The low-carbon grade avoids sensitisation in the tubesheet expansion joint, and the austenitic chemistry tolerates the chloride levels typically seen in cooling-tower water. Where seawater is on the tube side, switch to a copper-nickel alloy or a super-austenitic 6 % Mo grade, because standard 18-8 stainless will pit under seawater chlorides. For sea-cooled applications, the marine-side marine & ship-building product family and the related EEMUA 144 / 234 Cu-Ni pipe are a closer fit than any stainless grade.
For water-wall and economizer tubes, SUS304TB and SUS316TB are typical. For final-stage superheater and reheater tubes operating above 525 °C, the high-temperature grades SUS304HTB, SUS316HTB, SUS321HTB, and SUS347HTB are required because their controlled carbon ranges give better creep life. Above 600 °C, the choice usually shifts to the high-temperature a335 a335m steel tube family (ferritic alloy steels such as P11, P22, P91) rather than stainless austenitic. For organic chemicals, weak acids, and food-grade process fluids, SUS316LTB is the safe default; the Mo addition improves pitting resistance in chloride-bearing process streams. For refinery and petrochemical heat-exchanger service, the petrochemic facilities product family includes higher-nickel and higher-molybdenum options that align with the JIS G 3463 SUS317TB, SUS836LTB, and SUS890LTB grades. When the project calls for extended-surface tubes, the base tube still has to meet JIS G 3463; the finning or bending is a downstream operation. For finned tubes used in air-cooled heat exchangers and economizers, the finned tube family is built on SUS304TB or SUS316TB base tubes. For U-bundle heat exchangers, the u bend tube product is made from the same JIS G 3463 base tube, then bent and stress-relief annealed to avoid intergranular corrosion in the bend zone.
A clean purchase order for JIS G 3463 tube material is short, but it is precise. The nine items below are the minimum a serious mill-direct manufacturer will expect to see on the RFQ and on the MTC at delivery.
RFQ / PO must include
1. Standard reference: JIS G 3463:2023 (or note the year, e.g. JIS G 3463:1994, if project specifications require the older edition)
2. Grade designation with the TB suffix, e.g. SUS316LTB, SUS321HTB
3. Manufacturing route: seamless hot-rolled, seamless cold-drawn, auto-arc welded, laser welded, or ERW
4. OD × wall × length (and any cut-to-length tolerance if known)
5. Tolerance class: Standard, Precision, or Special
6. Heat treatment condition: solution-annealed (most common) or stress-relieved
7. Surface finish: pickled, bright-annealed, polished, or as-welded + descaled
8. Test requirements: hydrostatic test pressure calculation, NDT method (UT or ET) if not hydrostatic, and any additional PMI / grain size / intergranular-corrosion tests
9. Documentation: MTC to EN 10204 3.1 or 3.2, plus any project-specific data books
A mill-direct manufacturer that routinely supplies jis g3463 steel tube for export boiler and heat-exchanger projects will have most of these as standard stock items and will be able to issue a draft MTC within 24–48 hours of an enquiry.
"SUS304 stainless tube" lets the supplier quote any of the JIS G 3463, G 3446, G 3448, G 3459, or AISI-equivalent standards. Always pin the TB suffix and the standard year on the PO. If the MTC does not show "SUSxxxTB" against the heat number, the material is not JIS G 3463-compliant.
H and L are not interchangeable. SUS304LTB where SUS304HTB is specified is a lower-temperature tube that may fail the creep-life calculation. The reverse is also invalid: SUS304HTB is not a valid substitute for SUS304LTB in a welded condenser bundle.
A welded JIS G 3463 tube without an uncoiling test result on the MTC is non-conforming. If only hydrostatic and tensile are listed, the welding line is either not in-house or not under JIS G 3463 quality control.
An MTC that says "equivalent to JIS G 3463 SUS316TB" is not a JIS G 3463 MTC. A genuine JIS G 3463 MTC must show the JIS reference, the actual heat-analysis values, every mandatory test result, and the hydrostatic test pressure calculation.
The default tolerance is fine for general boiler and heat-exchanger service. For tight U-bend, plate-fin, or any tight tubesheet-clearance application, the cold-worked or welded tolerance class is essential. Match the tolerance class to the application.
EZ Steel Industrial is a mill-direct manufacturer of industrial piping systems, operating from three production locations in China (Cangzhou, Yangzhou, and Lishui) with a combined annual output above 480,000 tons and 500+ employees. The Lishui facility focuses on stainless steel and copper-nickel corrosion-resistant materials, and the JIS G 3463 SUS304TB / SUS304LTB / SUS316TB / SUS316LTB / SUS321TB / SUS347TB range is a stock item, with the H-grades (SUS304HTB, SUS316HTB, SUS321HTB) made-to-order against the project specification. The mill also supplies the Chinese gbt13296 steel tube and the European en10216-5 steel tube equivalent grades, and the matching pipe fittings consumables, so a heat-exchanger or boiler package can be sourced as a single mill-direct shipment with one set of MTCs and one point of quality accountability.
Quality is to ISO 9001, with API 5L and API 5CT product certification and PED compliance for European pressure-equipment work. The mill test certificate is issued to EN 10204 3.1 as standard and can be upgraded to 3.2 with third-party witness testing from SGS, TÜV, or Bureau Veritas on request.
JIS G 3463 is a precise and well-maintained standard; the 2023 revision keeps the test regime, grade list, and tolerance tables current with the rest of the international boiler-tube world. A buyer who knows the standard inside-out is in a strong position to evaluate any quote. The harder part of the procurement exercise is finding a supplier who will hold the standard on every heat and every test, ship a complete MTC, and answer technical questions in writing within a working day.
EZ Steel Industrial supplies JIS G 3463 SUS304 / SUS316 / SUS321 / SUS347 austenitic stainless tubes and the matching H and L grades from a mill-direct inventory, with full EN 10204 3.1 MTC, hydrostatic or NDT testing, and project-specific documentation packages.
