A 2026 B2B procurement guide for EPC project managers, pipeline construction leads and operator supply-chain teams who need to specify pipeline works line pipe to the right standard (API 5L / ISO 3183 / ASTM A671 / EN 10208), manage sour service, line up external and internal coating systems, and then bundle the matching fittings, flanges, valves and gaskets so the whole spread lands on the right-of-way in one shipment with one MTC trail.
Walk the right-of-way of any 100 km trunk line and you will count the same five physical parts repeating kilometre after kilometre: the line pipe itself, the pipe fittings at every change of direction and branch, the pipe flanges at every valve station and scraper trap, the industrial valves at every isolation and pressure-control point, and the gasket, stud bolt and nut set that actually does the sealing. None of those five is independent of the others. The line-pipe spec is really a joint spec, and an EPC spread that hydrotests on the first try is almost always a spread where one supplier held accountability for the whole bundle.
Recent public project lists show the scale of what is moving through EPC procurement right now. Saudi Aramco's Riyas NGL project called for ASTM A671 line pipe in 28" to 60" with wall thickness up to 31.75 mm for sour-oil service. BAPCO's RLNG Integration Phase-II in Bahrain ordered API 5L PSL2 in 24" and 32" with three different wall schedules. Sinopec Shengli's Dongying Port 250,000-tonne crude oil import berth project specified 48" line pipe at 19.1 / 21.2 mm wall. ENEVA's Gaviao Mateiro project in Brazil, Hyundai E&C's Amiral PKG 4 with Saudi Aramco, BOTAŞ's Tuz Gölü underground gas storage expansion in Turkey, CPTDC's EL-FAYOUM gas pipeline in Egypt, EVALC's Chile cross-country, and Sonatrach's Hassi-messaoud CIS transformation in Algeria all sit on the same kind of spread: API 5L PSL2 or ASTM A671 / A672, diameters from 12" to 90", wall thickness from 4 mm to over 40 mm, fluids ranging from sweet methane to sour crude, and project values measured in tens of thousands of tonnes of steel.
A pipeline works procurement is not "buy line pipe". It is "buy the line pipe, the matching pipe fittings, the matching pipe flanges, the matching industrial valves and the matching gasket, stud bolt and nut set, in matched heat numbers, on the same vessel, against the same MTC book, ready to string and weld". Plan the whole spread, then buy the line pipe.
Line-pipe standards look interchangeable on paper but they are not. The four that cover the majority of modern trunk-line EPC tenders are API 5L, ISO 3183, ASTM A671 and EN 10208. Each one answers to a slightly different procurement regime.
API Specification 5L is the dominant line-pipe standard for hydrocarbon pipelines worldwide. The current 46th edition is split into two product specification levels: PSL1 (general service, basic chemical and mechanical requirements) and PSL2 (mandatory impact testing at 0 °C, tighter chemical limits, mandatory CEpcm / CEpcm+IIW carbon-equivalent control, and mandatory NDT of the weld seam). For any new-build gas or crude trunk, EPC tender documents almost always call out API 5L PSL2 — and the 45th, 46th and now 47th editions appear in equal number on real tenders because not every owner has migrated.
Within PSL2, the grade letters indicate the minimum yield strength: X42 (290 MPa), X52 (360 MPa), X60 (415 MPa), X65 (450 MPa), X70 (485 MPa), X80 (555 MPa). A Class I division of API 5L — also known as "Sour Service" — is required when the partial pressure of H₂S in the gas phase exceeds 0.05 psi (3.5 mbar). Below that threshold PSL2 is sufficient. Above it, the line pipe has to be qualified to Annex H of API 5L (sour service) on every heat.
ISO 3183 is the international adoption of the API 5L technical content, with regional annexes for Europe (Annex M), the Middle East and others. Shell's Holland Oil Pipeline specified "API 5L / ISO 3183 PSL2" on the same line, signalling that the line pipe had to be dual-certified to both regimes. For any European or EU-funded project, ISO 3183 PSL2 is a hard requirement; the Annex M clauses add traceability and impact-test provisions that go beyond API 5L. A supplier that only holds API 5L monogram cannot ship to a European operator without the ISO 3183 credential on top.
For diameters above 24" and especially above 36", the seamless pipe-making capacity of the global mill base gets thin. Electric-fusion-welded (EFW) pipe made from rolled plate becomes the only practical answer. ASTM A671 covers EFW pipe for atmospheric and lower-temperature service, and ASTM A672 covers EFW pipe for high-temperature / high-pressure service. Saudi Aramco's Riyas NGL line (28"–60", up to 31.75 mm wall) and the Petronas RAPID project (30"–90", up to 23.83 mm wall) both spec A671 / A672 for the large-diameter sections. A mill-direct supplier has to be able to switch between seamless (API 5L PSL2) and EFW (A671 / A672) within a single project without breaking the MTC trail.
EN 10208 is the European pipeline standard for the onshore combustible fluids transport network. Part 2 covers steel grades L245 to L485 (the metric equivalent of API 5L X42 to X70). For projects inside the European gas grid, EN 10208-2 is mandatory and the CE-marking obligation applies. A US- or Middle East-focused mill can still qualify if it has an EN 10208-2 certificate, but it should be confirmed in writing before the P.O., not assumed.
The reference project list shows how the standard actually gets chosen. The table below is the working matrix an EPC procurement lead would use.
| Service | Typical Diameter | Typical Wall | Recommended Standard | Common Grade | Sour Service Note |
|---|---|---|---|---|---|
| Cross-country gas trunk | 24" – 48" | 8.7 – 25.4 mm | API 5L PSL2 (46th ed.) | X52 / X60 / X65 | NACE MR0175 if H₂S > 0.05 psi |
| Crude oil trunk | 20" – 36" | 9.5 – 22.2 mm | API 5L PSL2 | X60 / X65 | Almost always sour — full NACE |
| Underground gas storage injection | 28" – 30" | up to 41.9 mm | API 5L PSL2 (heavy wall) | X65 / X70 | Sweet typically; H₂S monitor |
| Large-diameter EFW crude / gas | 30" – 90" | 12.7 – 31.75 mm | ASTM A671 / A672 | CC65 / CC70 | Plate must also be sour-qualified |
| European gas grid | 16" – 36" | per EN 10208-2 | EN 10208-2 (CE-marked) | L245 / L360 / L415 | Annex M for impact + traceability |
| Gas distribution lateral | 4" – 16" | 4 – 10 mm | API 5L PSL1 / PSL2 | X42 / X52 | Sweet usually; monitor for biogenic H₂S |
| Refinery feedstock line | 12" – 30" | 6.4 – 17.5 mm | API 5L PSL2 | X52 / X60 | Almost always sour |
| Multiphase (oil + gas + water) | 12" – 24" | 8 – 16 mm | API 5L PSL2 + Annex H (sour) | X65 / X70 | Mandatory — SSC / HIC testing |
Two cross-cutting rules. First, sour service qualification (NACE MR0175 / ISO 15156) applies to every wetted part — the pipe body, the weld seam, the fittings, the flanges, the valve body and trim, and the stud bolting. A NACE-qualified line pipe on a non-NACE flange is a contract dispute waiting to happen. Second, when the tender calls out PSL2 + Annex H + ISO 3183 Annex M simultaneously, the mill must show all three on the same MTC. Splitting documentation across three certificates is a sign the mill is not truly integrated.
A trunk pipeline fails the corrosion battle long before it fails the mechanical one. Three coating and field-joint decisions determine whether the line hits its 30-year design life or pinholes in year 7.
Three-layer polyethylene (3LPE) is the workhorse for onshore gas and crude trunk in temperate and arid regions. It combines an FBE primer, a copolymer adhesive and a polyethylene top coat, giving a total thickness of 2.5 to 3.0 mm with operating temperature up to about 80 °C. Fusion-bonded epoxy (FBE) is the alternative for higher-temperature lines (up to 110 °C) and is mandatory in many sour-service tenders because the FBE layer resists H₂S permeation better than polyolefins. For subsea or wet-soil service, 3LPP (polypropylene) replaces the PE top coat, and glass-flake reinforced coatings are added under the field-joint coating at the bends.
For gas lines, an internal epoxy or FBE liner reduces friction and prevents internal corrosion during low-flow periods. For crude lines carrying wet oil or multiphase flow, an internal phenolic or epoxy coating prevents wax and asphaltene deposition and extends the pig-run interval. For water injection lines (common in Middle East and offshore developments), an internal cement mortar or high-build epoxy liner is standard. The line-pipe MTC should reference the internal coating lot number and the applicator certificate, not just the substrate.
Every field girth weld leaves a 200–400 mm uncoated strip that has to be protected after the weld is NDT-cleared. Heat-shrink sleeves, fusion-bonded epoxy power-applied coatings, and liquid-applied polyurethane sleeves are the three field-joint systems accepted on modern tenders. Hot induction bends (5D, 8D, 10D) are specified at every change of direction over 5° and are produced from the same base material and heat as the line pipe. A supplier that cannot deliver the bends with the same MTC, the same coating system and the same dimensional geometry as the line pipe is a single-point-of-failure risk for the spread schedule.
The most expensive mistake on a long-distance trunk pipeline procurement is not buying the wrong line pipe. It is buying the right line pipe from a supplier who cannot ship the matching pipe fittings, pipe flanges, industrial valves and gasket, stud bolt and nut sets in the same shipment. The line pipe lands on the right-of-way in week 8, the fittings land in week 12, the valves land in week 16, and the gaskets land in week 20 — and the welding crew has been idle for three months. On a 200 km spread, the standby cost of a stalled welding crew dwarfs the line-pipe savings.
A mill-direct manufacturer that holds inventory across all five categories can ship the whole spread in one vessel, with one MTC trail that ties every heat number back to a single batch. For a major trunk-line EPC, this is the difference between a line that is up in 18 months and a line that slips into the next operating year. EZ Steel Industrial has been running this bundled-procurement model since 1994, with 480,000+ tonnes of annual capacity, API / EN / ASME certified pipe, and an in-house ISO 9001 lab that issues MTCs against API 5L PSL2, ISO 3183, ASTM A671 / A672, EN 10208-2 and the matching fitting, flange, valve and gasket standards.
A trunk-line EPC procurement runs through five contractual phases, and the line-pipe P.O. is not the first one. The table below is the version a project services lead would pin next to the schedule.
| Phase | Procurement Activity | Lead Time | Critical Specification Inputs |
|---|---|---|---|
| FEED (Front-End Engineering) | Line-pipe class location study, sour/non-sour mapping, route class update | 3 – 6 months | Fluid composition, design pressure/temperature, class location |
| EPC tender | Long-lead line-pipe inquiry, mill capacity reservation, NACE qualification audit | 6 – 9 months before award | API 5L edition, ISO 3183 annex, ASME B31.4 / B31.8 code, NACE class |
| FID (Final Investment Decision) | Mill P.O. release, plate reservation, MTC format agreement | 9 – 14 months before stringing | Heat-treatment path, plate source, third-party inspection agency |
| Hot commissioning | Fittings, flanges, valve skid packages, hot tie-in spool delivery | 4 – 8 months before commissioning | Hydrostatic test sequence, N2 purge, leak-test protocol |
| Operation & maintenance | Spares list, repair flanges, hot-tap fittings, line-pipe for repair sleeves | Rolling | MOC (management of change) documentation, integrity operating windows |
The line-pipe P.O. has to be released in the EPC tender phase, not the FEED phase, because the plate reservation window at the mill is 9 to 14 months. A mill-direct supplier that can confirm plate reservation at the inquiry stage (not at the P.O. stage) gives the EPC a four-to-six-week advantage in the project schedule.
Every shipment of pipeline works line pipe, pipe fittings, pipe flanges, industrial valves and the connecting carbon steel pipe should arrive with a mill test certificate book that the buyer can actually audit. A reliable mill will pre-populate the following fields; if any are missing, the inspector should hold the lot.
A mill-direct shipment of a complete trunk-line spread will arrive in a single vessel — typically break-bulk for diameters above 24" and container for the smaller fittings and gaskets — with the line pipe, the fittings, the flanges, the valves and the gaskets all labelled with the same project tag. The packing list will break down by line-class / diameter / wall, and the MTC book will group every heat number under the project. The inspector signs one document, not five.
Across decades of mill-direct shipments, the same handful of mistakes show up on every major spread. Anticipating them is the cheapest insurance.
PSL1 has no mandatory impact test, no carbon-equivalent control and no mandatory NDT. The price gap between PSL1 and PSL2 is typically 8–15%, but the cost of a weld repair or a hydrostatic failure on the right-of-way is a hundred times that. Specify PSL2 as a hard line for any modern trunk line.
Mixing standards in the same joint is the most common cause of a flange that will not bolt up. The bolt circle and the facing differ between ASME B16.5 and EN 1092-1, and a "Class 300" is not the same as a "PN 40". Pick one standard family for the whole project, or document the cross-reference explicitly in the P.O.
It is common to see API 5L PSL2 Annex H on the line pipe and ASTM A105 on the flanges — without NACE MR0175. The flanges then have to be re-ordered or heat-treated to NACE, which costs the EPC four to six weeks of slip. Specify NACE on the line pipe, the fittings, the flanges, the valve body and the stud bolting in the same line of the RFQ.
Hot induction bends are made from the same base material and heat as the line pipe. A bend sourced from a different mill carries a different MTC trail and a different heat number, which complicates the integrity operating window during operation. Source the bends, the line pipe, the fittings and the flanges from the same mill and the same heat batch when the project is sour service.
On a gas line that will see low-flow or standby periods, an unprotected internal surface corrodes within the first 18 months. The cost of an internal FBE or epoxy liner is a tiny fraction of the line-pipe cost, but it is the easiest item to drop under budget pressure. Keep it on the P.O. from day one.
A correctly specified trunk-line spread is a chain of decisions, not a single line-pipe P.O.: standard (API 5L PSL2 / ISO 3183 / ASTM A671 / EN 10208-2), grade (X52 to X80), diameter and wall schedule (matched to class location and design factor), sour-service qualification (NACE MR0175), coating system (3LPE / FBE / 3LPP / internal epoxy), fittings (ASTM A234 / A420 / A403 in matched heat), pipe flanges (ASME B16.5 / B16.47 / EN 1092-1, in carbon / stainless / alloy / copper-nickel alloy for the marine tie-in), industrial valves (API 6D / 600 / 602 with fire-safe and NACE compliance), gasket, stud bolt and nut (matched to flange facing and class), and finally the bundling logic that ships the whole spread in one vessel with one MTC trail.
EZ Steel Industrial (Hunan, China, founded 1994) supplies this full chain for oil and gas, petrochemical, power, marine and shipbuilding projects worldwide. Whether the tender calls for API 5L PSL2 X65 on a 36" sour crude trunk, ASTM A671 CC70 on a 60" EFW gas line, or EN 10208-2 L360 on a European gas grid extension, the same mill can ship the line pipe together with the matching pipe fittings, the matching pipe flanges, the matching industrial valves, and the matching gasket, stud bolt and nut set. One P.O., one MTC book, one vessel, one point of accountability.
If you are specifying pipeline works for a 100 km gas trunk, a 200 km crude export line, an underground gas storage injection string, a refinery feedstock line, or an offshore platform tie-in, send the route map, the fluid composition, the design pressure and temperature, the standard (API 5L / ISO 3183 / ASTM A671 / EN 10208-2), the sour-service class, and the bundle you need. EZ Steel will return a quote that includes the line pipe, the matching pipe fittings, pipe flanges, industrial valves, and gasket, stud bolt and nut sets, plus the coating system and the hot induction bends, in one shipment with one MTC trail.
