A practical specification and sourcing guide from EZ STEEL INDUSTRIAL, covering grade selection, sour-service notes, complementary fittings and how to buy direct from a Chinese mill with full MTC and third-party inspection.
When a procurement engineer opens an inquiry for a cross-country gas line, an offshore flowline or a city water main, the specification usually starts the same way: line pipe grade, PSL level, manufacturing route, ends, coating. The differences between a smooth delivery and a costly re-order are almost always decided in those first ten lines of the RFQ. This guide walks through the choices we see most often at our mill and shows how to build a tight, mill-friendly pipeline works package that arrives on schedule, with paperwork that satisfies your inspector.
EZ STEEL INDUSTRIAL has been producing line pipe and complementary piping components from Changsha, China since 1994, with an annual capacity above 480,000 tons and mill-direct dispatch to oil & gas, water, petrochemical and structural projects across more than 60 countries.
Most line pipe confusion comes from picking a grade first and a standard second. In a real RFQ the standard does three things at once: it fixes the chemical envelope, the mechanical envelope and the mandatory test plan. For most cross-border tenders, three standard families cover 90% of what you will be asked to quote:
If your project documentation already names a standard, follow it. If you have flexibility, list both ISO 3183 and API 5L on the inquiry – they are technically aligned at the chemistry/mechanics level and a mill that supplies both will quote you with far less friction.
PSL1 is the default API 5L level. It works fine for low-pressure water lines, low-stress gathering systems and structural services. PSL2 tightens the chemical limits (notably sulfur and phosphorus), requires impact testing at a defined low temperature, restricts grade chemistry to a narrower band and adds traceability through a CE mark or PSL2 marking on the pipe itself.
| Item | API 5L PSL1 | API 5L PSL2 |
|---|---|---|
| Carbon max (Grade B equivalent) | 0.28% | 0.24% |
| Sulfur max | 0.030% | 0.015% |
| Phosphorus max | 0.030% | 0.025% |
| Charpy impact test | Optional | Mandatory (per grade) |
| Tensile range control | Minimum only | Min and max |
| Typical use | Water, low-pressure gathering | Oil & gas transmission, offshore, sour |
Once the standard and PSL are fixed, the next decision is the manufacturing route. Each has a sweet spot and you will pay for going outside it.
For a carbon steel pipe pipeline in the 16″–24″ range, LSAW is normally the right answer; below 16″, ERW; for high-temperature or critical service, seamless wins every time. If you are unsure, send us the design pressure, design temperature, fluid and OD – we will recommend the route, the heat treatment and the NDT package in one go.
A line pipe package is only as good as its joints. Specifying line pipe without specifying the complementary pipe fittings is the most common reason an order ships late. The three families you need to think about up front are:
Elbows, tees, reducers and caps matched to the same grade as the pipe. Use the same PSL2 envelope if the line is oil & gas. The wall thickness of the fitting should equal the pipe wall at the design temperature – "Schedule" alone is not enough; the supplier must confirm the ASME B16.9 minimum wall.
For tie-ins, valve connections and equipment nozzles, the pipe flanges must be ordered by pressure class (150# to 2500#), facing (RF, FF, RTJ) and material that matches the line. A common mismatch is ordering ASTM A105 flanges on a low-temperature carbon steel line that should be A350 LF2. Lock the forging standard at the same time as the pipe grade.
Spiral-wound gaskets with graphite or PTFE filler for Class 300 and above; RTJ for Class 600 and above. Stud bolt material follows the flange – B7 / 2H for standard, B7M / 2HM for sour service, B8 / B8M for stainless. Bundling these into the same PO removes weeks of back-and-forth at site.
For most cross-border tenders, the mill test certificate is the document that decides acceptance. Always specify which EN 10204 level you need:
Third-party inspection should be named in the PO, not added later. Common options are SGS, BV, ABS, Lloyd's and TÜV. The inspector visits the mill, witnesses hydrotest, NDT and dimensional checks, and signs the MTC. When you buy direct from a manufacturer that has its own ISO 9001 lab and ASME / AWS certified welders, this loop closes in days, not weeks.
Over the past three decades we have seen the same handful of issues slow down otherwise clean projects. None of them are hard to avoid once they are on the table:
EZ STEEL INDUSTRIAL has supplied line pipe and complementary piping components to projects of the scale of China's West-East Gas Pipeline, the South-to-North Water Diversion, petrochemical plants and marine vessel newbuildings. Our 500+ person engineering and production team supports mill-direct quotes with MTC 3.1 / 3.2, third-party inspection (SGS, BV, ABS, TÜV) and dispatch from Shanghai or Qingdao to the project site.
