A practical 2026 procurement walkthrough for EPC and pipeline operators on how to specify, source, and bundle pipeline works — from API 5L PSL1/PSL2 grade selection and ISO 3183 / EN 10208 cross-reference, through DSAW / SSAW / ERW / seamless process choice, to sour service NACE MR0175, hydrogen-ready steel, mill-direct bundled delivery with carbon steel pipe, pipe fittings, and pipe flanges.
In an EPC bill of materials, pipeline works is not just "a lot of pipe." It is a tightly coupled supply chain of line pipe, induction bends, fittings, flanges, gaskets, valves, and field joint coatings — all of which must arrive at the right spread, in the right grade, with traceable MTC 3.1/3.2 documentation, in time for the right tie-in. A 100 km gas trunk line can easily require 8,000–12,000 line pipe joints, 2,000–4,000 pipe fittings (elbows, tees, reducers, caps), 600–1,200 pipe flanges for valve stations and scraper traps, plus the matching gasket stud bolt nut stacks.
When you procure each commodity on a separate PO, you inherit four predictable failure modes: (1) grade mismatch between pipe and fitting (e.g., A106 Gr.B line pipe delivered against A234 WPB elbows that fall short on impact at −29 °C); (2) dimensional mismatch between flange and gasket (ASME B16.5 Class 600 RF flange paired with a non-B16.20 spiral-wound gasket); (3) documentation gaps when each mill issues its own MTC; and (4) logistics fragmentation that multiplies the number of partial shipments to a remote spread. This guide explains how to design a single mill-direct pipeline works package that eliminates those failure modes.
Whether your project is a West-East gas trunk line, a subsea tie-back, a shale gas gathering system, or a hydrogen blend re-purposing, the pipeline works specification will collapse into one of three families. Getting this right up front prevents 80 % of downstream RFQ churn.
API 5L is the spec of record for onshore and offshore oil & gas transmission. The two product specification levels — PSL1 and PSL2 — differ in a way that matters to every buyer:
ISO 3183 mirrors API 5L grade-for-grade and is required by many national oil companies (Saudi Aramco, ADNOC, Petrobras in some regions, CNPC). Our ISO 3183 PSL1 to PSL3 Line Pipe covers the full product range including the less-commonly-stocked PSL3 for arctic service.
EN 10208-1 covers sour-service pipe (mandatory HIC test, SSCC test per EFC 16), and EN 10208-2 covers non-sour pipe. The grade letters L245 through L485 align with API 5L X42 through X80 by yield strength. Our EN 10208 L245–L485 pipe is the go-to for European EPCs and EU-funded transmission projects.
The four processes used in pipeline works — seamless (SMLS), electric resistance welded (ERW), submerged-arc welded longitudinal (LSAW / DSAW), and submerged-arc welded spiral (SSAW / HSAW) — each have a sweet spot. Mixing them on the same project is normal; mixing them on the same pipeline segment is a code issue.
| Process | Typical OD range | Typical wall | Best-fit application | Why choose it |
|---|---|---|---|---|
| SMLS (hot-finished or cold-drawn) | DN 15 (21.3 mm) – DN 610 (610 mm) | SCH 40 – XXS, heavy wall | Compressor stations, hot tap fittings, manifolds, process plant tie-ins | No weld seam — highest integrity for forged-branch connections and high-temperature sections |
| ERW (HF welded, normalized seam) | DN 50 (60.3 mm) – DN 610 (610 mm) | SCH 10 – SCH 80 | Low- to mid-pressure gas distribution, water injection, oil gathering | Best $/ton for OD ≤ 24"; modern ERW with 100 % ultrasonic + eddy current NDT is API 5L PSL2 compliant for X65 and below |
| LSAW / DSAW (longitudinal, JCOE / UOE) | DN 450 (457 mm) – DN 1,420 (1,422 mm) | 6 mm – 40 mm | Long-distance gas trunk lines, offshore platform tie-ins, river crossings | Single seam on the longitudinal axis — preferred for sour service because the seam can be 100 % volumetrically inspected on flat plate before forming |
| SSAW / HSAW (spiral, helical) | DN 200 (219 mm) – DN 2,500 (2,540 mm) | 5 mm – 25 mm | Large-diameter water transmission, low-pressure oil gathering, piling/structural culverts | Lower CAPEX for very large OD; not preferred for sour or high-pressure gas per most major NOC specs |
Our mill-direct catalog covers all four under Pipeline Works — including the ASTM A53 galvanized and welded range for utility-side services, the ASTM A106/A106M seamless range for hot sections, and the K60 GOST 20295 line pipe for the CIS / Russian-spec market.
If the line pipe will see wet H2S, it must satisfy NACE MR0175 / ISO 15156 for SSC and HIC resistance. The practical effect on your carbon steel pipe order is that you must add: (a) max hardness limit 22 HRC (often 248 HV10) on the pipe body, weld, and HAZ; (b) HIC test per NACE TM0284, solution A, with CLR ≤ 5 %, CTR ≤ 1.5 %, CSR ≤ 0.5 %; (c) sulfur control typically ≤ 0.002 % and CEeq (IIW) ≤ 0.43 for grade X65 and below; (d) mandatory MTC 3.2 (not 3.1) for sour service.
For repurposed natural gas lines carrying up to 100 % hydrogen, or blends ≥ 20 %, the failure mode shifts from generalized corrosion to hydrogen embrittlement, fatigue crack growth, and blistering. ASME B31.12 and the emerging ISO 3183 Annex G (Hydrogen) require fracture-toughness testing in hydrogen charging conditions. Our API 5L PSL2 line pipe range can be supplied with the supplementary hydrogen-susceptibility test pack (slow-strain-rate tensile in H2, fatigue crack growth rate per ASTM E647).
Carbon capture and storage lines carry supercritical CO2 with trace H2O and SOx — a corrosion regime that the DNV-RP-F202 standard and the recent ISO 27913 CCS pipeline code both address. Material selection here often shifts to carbon steel pipe with 3LPE/3LPP coating + CP, or to copper nickel alloy for the injection wellhead and flowlines.
Every pipeline works package has thousands of flanged joints — at scraper traps, valve stations, tie-in spools, river crossing isolation, and instrumentation take-offs. The joint stack is the pressure boundary; it must be specified and procured as a system, not as four separate items. EZ Steel bundles all four layers from a single mill-direct PO:
This is the only way to avoid the common field failure: an A193 B7 stud (yield 105 ksi) was ordered for an ASTM A516 Gr.70 flange (yield 38 ksi) on a hydrocarbon storage tank nozzle. The stud was tightened to a torque value that put the flange face above its yield, causing leakage. A bundled stack with matched materials eliminates this at the RFQ stage.
The factory-applied external coating is 99 % of the corrosion protection of a buried pipeline. The 1 % that fails first is the field joint — the girth weld area where the line pipe sections are welded together on the right-of-way. Your pipeline works specification must therefore cover:
For every heat of line pipe, every batch of fitting, every flange, and every stud bolt, the mill-direct package should arrive with an MTC stack that proves the material is what the spec says it is. The non-negotiable baseline is:
| Document | Per | Issued by | Standard reference |
|---|---|---|---|
| Mill Test Certificate 3.1 (chemical + mechanical + NDT summary) | Heat / batch | Mill's independent inspection body | EN 10204 |
| MTC 3.2 (independent third-party witnessed) for sour service, nuclear, or hydrogen | Heat / batch | Mill + third-party inspector (e.g., SGS, BV, TÜV, DNV) | EN 10204 |
| Charpy impact test report at the project-specified test temperature | Heat / per lot | Mill | ASTM A370, ISO 148-1 |
| HIC report (sour service) per NACE TM0284 solution A | Per qualification batch | Mill | NACE MR0175 / ISO 15156 |
| Hydrostatic test report (each pipe, factory pressure) | Each pipe | Mill | API 5L §10.2.6 |
| NDT report (UT for ERW seam, RT or UT for LSAW/SSAW seam, MPI for fittings) | Each pipe / fitting | Mill NDT lab, Level II/III certified | API 5L, ASME B16.9, ASME B16.11 |
| Dimensional inspection report | Each pipe / fitting / flange | Mill | API 5L §9, ASME B16.9, B16.5 |
| Coating holiday detection report + adhesion test | Production run | Coating applicator | ISO 21809-1 / -3 |
If the mill cannot deliver this stack, you are buying material — not a pipeline works package.
Procurement teams routinely under-estimate what a mill-direct bundle saves on a 100 km trunk line. A representative 36 in (DN 900) X65 gas transmission spread might be specified as follows:
Buying each commodity on five to eight separate POs means: five to eight engineering review cycles, five to eight QA / MTC reviews, five to eight freight consolidators, and the inevitable sequence mismatch where the 600 flanges arrive two weeks before the gaskets. Buying the whole stack as a single pipeline works bundle from a mill-direct producer compresses that to one engineering review, one QA / MTC audit, one consolidated shipment, and a project schedule that holds.
Pre-PO due diligence on a pipeline works package
1. Mill is API 5L monogrammed for the product specification level (PSL1 / PSL2) and the manufacturing process (LSAW / DSAW / ERW / SMLS).
2. Mill holds ISO 9001 + ISO 14001 + ISO 45001, plus the project-specific qualifications (e.g., Aramco 9-com, Shell DEP, EN ISO 3834-2 for welding).
3. Independent third-party inspector booked and paid for, named in the PO.
4. Heat-treatment and NDT capacity validated for the project volume and grade (X70 and above often require quench & temper capacity that not every mill has).
5. Coating plant on the same site or under the same QA system as the pipe mill — to avoid the field-joint compatibility gap.
6. Reference list of comparable diameter, grade, and service (sour / hydrogen / subsea) supplied in the last five years.
7. Bundled with pipe fittings, pipe flanges, gaskets, stud bolts, and industrial valves from the same mill group — one QA, one MTC, one shipment.
