A long-distance, sour-service, deepwater or high-pressure gas line is unforgiving — a 0.02 % drift in carbon equivalent, a 5 °C dip in Charpy test temperature, or a missing DWTT report can decide whether your pipeline hits 30 design years or fails during hydrotest. This buyer's guide walks you through the seven most-used pipeline works standards (API 5L 46th edition, ISO 3183:2012, EN 10208-1/-2, GB/T 9711 PSL1/PSL2, GOST 20295 K series, CSA Z245.1, AS 2885) and shows you how to specify each so you don't have to learn the lesson from a 200 t/yr project that landed with the wrong steel grade — and how mill-direct from a 480,000 t/yr Chinese mill can cut 20-40 % off the same EN 10208-2 L360NB bundle you would have paid at a Hamburg or Houston stockist.
In the EZ Steel catalogue, pipeline works is a distinct category from pressure tubes and structure works. The division is not just marketing — it maps to three different in-service duties. Pressure tubes carry process fluid inside a fired heater or boiler, structure works carry axial or lateral load in a building or a pile, and pipeline works carry hydrocarbons across geography, often in the kilometres, often through H₂S-bearing sour service, often in seismically active or permafrost ground.
A pipeline works pipe must satisfy four duties at the same time:
(1) Sustain internal pressure at the design hoop stress (typically 72 % of SMYS for gas lines, 60 % for liquid lines per ASME B31.4 / B31.8). (2) Resist fracture propagation at the lowest operating temperature (Charpy V-notch at the MDMT, plus full-size DWTT for the linepipe body). (3) Survive the installation route (bending strain, soil load, traffic load, ice gouge for offshore). (4) Resist in-service degradation (SCC, HIC, CO₂ corrosion, sour H₂S per NACE MR0175 / ISO 15156).
Because these duties overlap, a single batch of linepipe is normally dual-stamped: API 5L 46th ed. (or ISO 3183:2012, Annex G) + EN 10208-2 + GB/T 9711 PSL2 + GOST 20295 K60. The buyer has to read all the standards together — the answer to "which one do I follow?" is always "the one with the higher requirement on each parameter". This guide gives you the cross-reference.
| Standard | Origin | PSL / Grade Range | Typical Use | Mandatory Annexes |
|---|---|---|---|---|
| API Spec 5L 46th ed. (2018) | API / Washington | PSL1, PSL2; grades A25, A, B up to X120 | World's most-shipped linepipe. 95 % of cross-country oil & gas linepipe worldwide. | Annex H: SOUR service (Annex H only with PSL2). Annex J: offshore. Annex K: offshore structural. |
| ISO 3183:2012 / Amd 1:2020 | ISO / Geneva | PSL1, PSL2, PSL3 (for sour); grades L175 up to L690 | Adopted by most non-API countries; technical content still aligned with API 5L 45th + 46th ed. via the Joint API / ISO Working Group. | Annex M: European onshore gas ordering. Annex P: bend / impact formulas. |
| EN 10208-1:2009 | CEN / Brussels | PSL1, grades L210 / L235 / L275 / L290 / L360 | European onshore transmission. Replaced by EN ISO 3183 in new EU tenders but still quoted in legacy EU-utility RFQs. | — |
| EN 10208-2:2009 | CEN / Brussels | PSL2, grades L245NB / L290NB / L360NB / L415NB / L450MB / L485MB / L555MB | European offshore, sour, and high-pressure service. Most stringent EN option. | Annex A: SOUR service (similar to API 5L Annex H). |
| GB/T 9711-2017 | SAC / Beijing | PSL1, PSL2; grades L175 to L555 | Mandatory in mainland China; harmonised with ISO 3183:2012 + API 5L 45th ed. for onshore use. | Annex E: Chinese onshore order. Annex F: SOUR service (NACE referenced). |
| GOST 20295-85 / 20295-2017 | Rossstandart / Moscow | K34, K38, K42, K48, K50, K52, K54, K55, K60 | CIS, Russian Far East, and Belt-and-Road projects financed by Russian or Chinese lenders. K60 ≈ L415 / X60 strength. | — (GOST 20295-2017 aligns with ISO 3183 strength tables). |
| CSA Z245.1-14 (2024) | CSA Group / Toronto | PSL1, PSL2; Category I, II, III (sour); grades 172 to 550 MPa | Canadian onshore. Required for any pipeline under CER (Canada Energy Regulator) jurisdiction. | Annex A: SOUR service Category III. Annex C: SOUR HIC testing. |
If your project touches more than one of these jurisdictions — and most Belt-and-Road and EPC export jobs do — the mill has to be able to issue a single batch with a single-mill single-MTC EN 10204 3.1 (or 3.2 for sour service) certificate that carries all the required stamps. This is where the supply chain quietly fails if you buy from a stockist that consolidates three different heats from three different mills into one bundle.
API 5L / ISO 3183 / GB/T 9711 / EN 10208 all split the product into two Product Specification Levels. PSL1 is a "general-purpose" pipe sold without traceability of chemical composition, without mandatory Charpy impact, without mandatory DWTT, and without mandatory NDT on the weld seam. PSL2 adds the full test regime, full traceability, full traceability of every heat to its own ladle chemistry and tensile coupon.
PSL1 is fine for low-pressure water, slurry, or low-risk utility. For any hydrocarbon service at any pressure above about 4 MPa, you must order PSL2 — full stop. PSL1 saves 10-18 % on paper but voids your insurance the moment the pipeline works line is classified as a transmission line.
| Parameter | PSL1 | PSL2 | Why It Matters |
|---|---|---|---|
| Carbon equivalent (CEpcm) | No limit, by agreement | ≤ 0.25 for X60-X70; ≤ 0.23 for X80 | Controls weld HAZ hardness and HIC susceptibility. |
| Sulfur (S) max | ≤ 0.030 % (per grade) | ≤ 0.015 %; ≤ 0.010 % for sour (Annex H) | Lower S = lower MnS inclusions = lower HIC risk in sour H₂S. |
| Phosphorus (P) max | ≤ 0.030 % | ≤ 0.025 %; ≤ 0.020 % for sour | P segregates to centreline and drives long-seam cracking. |
| Charpy V-notch (body) | Not required | Required at MDMT, full-size, average 27 J transverse / 41 J longitudinal (for L360 and above) | Ensures ductile arrest of running ductile fracture at MDMT. |
| DWTT (drop-weight tear test) | Not required | Required for OD ≥ 508 mm (20 in) at MDMT, 85 % shear area | Full-size fracture-arrest measurement — PSL1 doesn't measure it at all. |
| Weld seam NDT | Not required (by agreement) | 100 % radiographic or ultrasonic per Annex E | Mandatory on every metre of HFW or DSAW weld. |
| MTC type (EN 10204) | 2.1 or 3.1 typical | 3.1 (or 3.2 for sour / offshore) | 3.1 carries the heat-level traceability that 2.1 does not. |
| Roundness (Ovality) | ≤ 1.5 % OD (by agreement) | ≤ 0.6 % OD for sour / offshore, ≤ 1.0 % otherwise | Lower ovality = lower stress at girth weld and field-bend transition. |
| Surface tolerance | "Reasonably free from defects" | No surface defect > 5 % wall; no more than 6 % of surface covered with pitting > 1 mm | PSL2 catches the mill-end overruns that PSL1 quietly releases. |
Note: the optional PSL3 in older ISO 3183 editions is being retired in favour of API 5L Annex H (sour service) — most RFQs now skip PSL3 and go directly to PSL2 + Annex H, which is mechanically equivalent.
The grade naming convention looks confusing because each standard uses its own prefix, but every name is just a translation of the yield strength in MPa (for EN / ISO / GB / GOST) or in ksi (for API 5L "X" grades).
| EN / ISO / GB / GOST | API 5L "X" Grade | SMYS (MPa) | SMTS (MPa) | Typical Use (2026) |
|---|---|---|---|---|
| L245 / B / NB / MB | X42 (B) | 245 | 415 | Low-pressure water, slurry, district heating. |
| L290 / X46 | X46 | 290 | 435 | Distribution gas (MOP ≤ 5 MPa), brine disposal. |
| L360 / X52 / K52 | X52 / K52 | 360 | 460 | Cross-country gas (8-10 MPa), sweet H₂S, plant feed lines. |
| L415 / X60 / K60 | X60 / K60 | 415 | 520 | Long-distance trunk lines, 12-15 MPa class. |
| L450 / X65 | X65 | 450 | 535 | High-pressure gas transmission, 15-20 MPa class. |
| L485 / X70 | X70 | 485 | 570 | Most-common new-build grade in 2026 for Eurasian long lines. |
| L555 / X80 | X80 | 555 | 625 | Second-decade pipelines: 80+ bar operating, fewer compressor stations. |
| L690 / X100 | X100 (limited deployment) | 690 | 760 | Only the very latest 2025-2026 strategic trunk lines. Restricted supplier pool. |
A 480,000+ t/yr mill in China can run L245 through L555 on a single 5-stand pipe mill without a re-tooling, which is why mill-direct from a single source becomes commercially attractive when the project RFQ calls for, say, 60 % L360NB + 30 % L415NB + 10 % L485MB. A stockist would have to consolidate three heats from three different re-rollers, and your single-mill single-MTC chain breaks.

Take-away: a well-managed mill can produce a single heat that satisfies API 5L 46th + ISO 3183 + EN 10208-2 + GB/T 9711 + GOST 20295 simultaneously — but the buyer has to write the RFQ in a way that says "all of the above, the highest test frequency applies".
If the line carries any fraction of H₂S, you need three additional test layers on top of the standard PSL2 regime:
Applies when partial pressure of H₂S exceeds 0.0003 MPa (3 mbar). Hardness limit is universally 22 HRC (237 HBW) on the parent metal, weld metal, and HAZ. EZ Steel's NACE-quotable linepipe is typically delivered as hot-rolled + accelerated cooled, with documented batch-level hardness survey. Buy from a mill that issues a per-heat NACE compliance statement — not a generic "NACE material available" claim.
A four-day immersion in a synthetic sour brine (NACE solution A: 5 % NaCl + 0.5 % CH₃COOH, H₂S saturated). Acceptance: CLR ≤ 15 %, CTR ≤ 5 %, CSR ≤ 2 %. This is the test that catches the centreline MnS segregations that PSL2 chemical control alone cannot eliminate. Mandatory for any line carrying wet sour gas or wet crude with H₂S > 50 ppm partial pressure.
Four-point bent-beam test in NACE solution A, 720 hours, threshold stress = 80 % of AYS. The number of failing samples must be 0 of 4. This test is more expensive than HIC (around 6-10 t of mill capacity per test) and is typically only required on X65 / X70 grades for offshore flowlines and for thick-wall land pipe (wall > 25 mm).
A practical sour-service spec, taken from a real 2025 EPC tender for a 36 in × 18.4 mm L360NB sour gas trunk line:
This spec, in 2025-2026, costs roughly USD 720-880/tonne FOB Tianjin for L360NB in 18.4 mm wall at mill-direct, against USD 1,050-1,200/tonne at a Hamburg or Singapore stockist for the same dual-stamped material. A 30,000 t linepipe RFQ — 280 km of 36 in trunk — saves roughly USD 9-11 million on the linepipe alone when sourced mill-direct.
No linepipe is installed bare. At the mill exit, the pipeline works bundle will receive one of these coatings:
| Coating | Standard | Service | Thickness / Note |
|---|---|---|---|
| 3LPE (3-layer polyethylene) | DIN 30670 / CSA Z245.21 / GB/T 23257 | Most-common onshore trunk-line coating, 2025 default. | Typical 2.5-3.0 mm; FBE primer + copolymer adhesive + PE top. |
| 3LPP (3-layer polypropylene) | DIN 30678 | Higher-temp service (up to 110 °C continuous, vs 80 °C for 3LPE). | Typical 2.5-3.5 mm; PP top layer. |
| FBE (Fusion-Bonded Epoxy) | AWWA C213 / CSA Z245.20 | Single-layer FBE, sweet, low-temp, or used as primer for 3LPE. | Typical 300-400 µm; abrasion-resistant for directional drill pulls. |
| Concrete weight coating | AWWA C205 / DNV RP-F119 | Offshore / river-crossing, negative buoyancy. | Imported-iron-ore-aggregate concrete over 3LPE; up to 150 mm thick. |
| Internal epoxy lining (NSF-61 / API RP 5L7) | API RP 5L7 / AWWA C210 | Drinking water and food-grade product lines. | Typical 200-400 µm; meets NSF/ANSI 61 for potable water. |
The linepipe does not connect to a compressor or block valve without transitioning through pipe fittings (elbows, tees, reducers per ASME B16.9 / B16.28), pipe flanges (weld-neck, RTJ, or clad for sour), and industrial valves (ball, gate, check, plug per API 6D / API 600). The single-mill single-MTC principle should extend to all of these — buying the line from one mill and the fittings from another forces you to reconcile two heat-traceability systems in the field, which is the second-most-common cause of as-built traceability audit failures.
A linepipe project bought as a bundle from a single mill + single fabricator should ship in 4 to 8 segments per 12 m joint, pre-marked, with MTC serial numbers that match the fittings + flange + stud-bolt + valve certificates. A stockist-mixed bundle cannot guarantee this. If your project needs traceability across 30,000 t of linepipe, 4,000 t of fittings, 1,800 t of flanges, and 600 t of valves, the mill-direct bundle saves 20-30 days of as-built audit and around 1.5-3.0 % of total project value.
For a 30,000 t class pipeline works project (typical 250-350 km of 36 in mainline), the breakdown looks roughly like this in 2026:
| Cost Driver | Mill-Direct (China) | EU / US / Japan Stockist | Russian / CIS Mill |
|---|---|---|---|
| FOB material (L360NB PSL2, 18.4 mm) | USD 720-880 / t | USD 1,050-1,250 / t | USD 650-790 / t (FX-adjusted) |
| Coating (3LPE) | USD 120-160 / t extra | USD 200-280 / t extra | USD 110-150 / t extra |
| Mill test (3.1 / 3.2 MTC) | 0.3-0.6 % of order value | 1.0-1.5 % (re-issued, often re-tested) | 0.4-0.7 % of order value |
| Logistics to project site (CIF) | USD 80-130 / t (sea bulk) | USD 40-80 / t (regional truck) | USD 60-110 / t (rail + sea) |
| Lead time (ex-mill) | 8-12 weeks (X60/X70), 12-16 weeks (X80) | 4-6 weeks from stock (limited size range) | 10-16 weeks (rail capacity dependent) |
| MOQ per grade per OD | 200-500 t typical; 100 t for stockist | None (off the shelf) | 300-500 t (rail freight efficient) |
| Total cost spread vs mill-direct | Baseline | +20-40 % | -5 to -10 % (FX risk) |
The 20-40 % "stockist premium" is not waste — it pays for inventory carrying, broken-bundle flexibility, immediate delivery, and the option to swap heats if one batch fails an audit. The buyer should not expect to recover that 20-40 % unless the project can absorb 8-12 weeks of lead time and is willing to commit to 500 t per grade per OD.
For a 30,000 t pipeline works linepipe project in 2026, the mill-direct option from a 480,000+ t/yr Chinese mill (with 8-12 week ex-mill lead time + 30-40 day sea freight) will arrive 16-18 weeks after PO, which is normally 6-8 weeks faster than a "made-to-order" mill-direct from a US or EU producer and is on par with a Russian rail delivery if the project geography favours rail. The price difference pays for the freight and still leaves a 10-15 % saving on the all-in landed cost.
Pitfall 1: Ordering PSL1 and Treating It as PSL2
Some EPC subcontractors buy PSL1 to save 10-15 % and then submit it to the inspection agency as PSL2. The forgery is exposed at hydrotest (no documented Charpy / DWTT) or at the linepipe body chemistry audit (no CEpcm / S / P records). A 30,000 t batch fails and is scrapped. The buyer must demand the API 5L monogram on the pipe body (stamped at 4 m intervals for PSL2) and verify the monogram license number on the API website before shipment.
Pitfall 2: Specifying the Wrong Sour Test (HIC vs SSC)
NACE MR0175 covers SSC resistance (hardness 22 HRC). NACE TM0284 covers HIC resistance (centreline cracking). Many RFQs say "NACE material" without specifying which test. A 2024 sour-service project in Kazakhstan discovered this 6 months into delivery when the HIC specimens (not SSC) were not run, and the linepipe batch had to be re-tested at 2-3× the original HIC cost. The fix: write "HIC per NACE TM0284 solution A, CLR ≤ 10 % AND SSC per NACE TM0177 720 h at 80 % AYS" — both, in the same clause.
Pitfall 3: Mixing GOST K60 with API 5L X60 at the Field-Bend Stage
GOST K60 has the same SMYS (415 MPa) as API 5L X60, but the chemistry window is wider (CEpcm up to 0.27 vs API 0.25). When a K60 batch is field-bent cold (≤ 2 ° OD) and the wall thickens, the bend region may exceed the CEpcm limit for the project spec even if the body chemistry is in line. Buy the K60 batch with a documented CEpcm on the MTC (GOST 20295-2017 requires it, but the older GOST 20295-85 does not) and the field-bend problem disappears.
Pitfall 4: Coating Specification Drift
A 2025 Iraq pipeline was ordered with "FBE coating" — but did not specify the FBE thickness (300-400 µm), the holiday test voltage (125 V/µm), or the cathodic disbondment limit (≤ 6.5 mm @ 65 °C / 24 h per CSA Z245.20). The mill shipped a 200 µm FBE that passed the inspector at the mill but failed at the field girth-weld station. The fix: write the full FBE spec (thickness, holiday, cathodic disbondment, bend, impact resistance per ASTM G11, ASTM D968, ASTM B117 salt spray) into the PO, not just the coating name.
Pitfall 5: Single-Mill Single-MTC Chain Breaking on Mixed Stockist Bundles
A European EPC ordered 15,000 t of L360NB PSL2 from a Hamburg stockist, who consolidated 3,000 t from a Chinese mill + 5,000 t from a Korean mill + 7,000 t from a Brazilian mill. When the inspector asked for a single heat-traceable as-built register, the stockist could not produce one — three different MTC numbering systems, three different ladle chemistry formats, three different heat-treatment codes. The project was held for 6 weeks while the documentation was rebuilt. The fix: buy from a single mill, with the mill's 3.1 (or 3.2) certificate as the single source of truth.
EZ Steel Industrial has supplied pipeline works bundles — pipe, fittings, flanges, and stud-bolts — to more than 40 countries since 1994, with a combined 480,000+ t/yr capacity across two mills in China. The single-mill single-MTC model works as follows, and is the same one used to deliver pipeline works linepipe on cross-country oil & gas projects in Central Asia, the Middle East, and Latin America:
Q1. Is PSL2 the same as EN 10208-2?
Mechanically, very close. PSL2 is the API 5L 46th ed. equivalent of EN 10208-2, and the test regime overlaps for L245-L555. The differences are: (1) EN 10208-2 has a slightly tighter CEpcm (0.22 vs 0.23 for X70), (2) PSL2 requires the API monogram on the pipe body, (3) EN 10208-2 has Annex A for sour service where API 5L has Annex H, and (4) the inspection agency sign-off differs (API 5L monogram audit vs CE marking audit under CPR / PED 2014/68/EU). A dual-stamped batch satisfies both if the CE marking + API monogram are both on the body.
Q2. We have a 5,000 t order, can a Chinese mill handle it directly without a stockist?
If the order is concentrated in 2-3 grades and 4-5 OD × wall combinations, EZ Steel routinely quotes 5,000-30,000 t per single PO from its 480,000+ t/yr capacity, with the bundle option to combine pipeline works linepipe, pipe fittings, pipe flanges, and industrial valves into one single-mill single-MTC shipment. Lead time is 8-12 weeks for X60/X70 and 12-16 weeks for sour service. If the 5,000 t is spread across 8 grades and 12 sizes, the mill may request 12-18 weeks and a soft MOQ of 200 t per grade per size. The break-even versus a stockist is around 3,000 t for a single grade + size focus; below 2,000 t, a stockist with inventory may be more cost-effective.
Q3. GOST K60 vs API 5L X60 — can I substitute?
Yes for SMYS, but verify the chemistry and impact. K60 by GOST 20295-85 had CEpcm up to 0.27; by GOST 20295-2017 the window narrowed to 0.25 to match ISO 3183. K60 also has a higher Charpy requirement (39 J at -20 °C vs 27 J at 0 °C for API 5L X60), so K60 typically over-shoots the API 5L X60 mechanical spec. The substitution is safe in one direction (K60 → X60 with documentation). The reverse (X60 → K60) is not safe without additional HIC / SSC verification because X60 chemistry may not meet K60's tighter centreline cleanliness requirements.
Q4. We need 18,000 t of L415NB PSL2 + 3LPE within 14 weeks. Realistic?
Tight, but possible. The linepipe mill campaign for L415NB at 18.4 mm wall runs at roughly 4,000-5,000 t per week, so 4 weeks of mill time covers 18,000 t. The 3LPE coating plant handles 3,000-4,000 t per week, so 5-6 weeks of coating time. Add 2-3 weeks for heat-treatment, NDT, hydrotest, and final inspection. The 14-week target is feasible if the mill has open capacity. EZ Steel quotes 10-12 weeks for this exact spec under normal capacity. If the mill is fully booked, add 4-6 weeks. Reserve a 16-18 week buffer in the project schedule.
Q5. Can EZ Steel supply the complete bundle (linepipe + fittings + flanges + valves + stud-bolts + gaskets) as one MTC chain?
Yes, and this is the strongest commercial reason to source from a mill-direct supplier rather than a stockist. EZ Steel's 480,000+ t/yr capacity spans the linepipe mills + the forging and machining shops for pipe fittings (ASME B16.9 / B16.11), pipe flanges (ASME B16.5 / B16.47 / EN 1092-1), industrial valves (API 6D / API 600), gasket, stud bolt and nut kits, and the linepipe itself. The 3.1 / 3.2 MTC chain stays unbroken, and the project as-built audit drops from weeks to days. The cost spread is roughly 8-15 % on the bundled price vs separate sourcing from three or four different suppliers.
