For water authorities, EPC contractors, and engineering consultants who need large-diameter welded steel pipe for raw water lines, water diversion, desalination, and industrial water service — and who want the pipe, the linings, the [pipe flanges](https://www.ezindustrialtube.com/products/pipe_flanges/), and the [pipe fittings](https://www.ezindustrialtube.com/products/pipe_fittings892/) delivered on one PO with one certificate pack.
This guide covers the standards you will actually see in 2026 RFQs, the four manufacturing routes (ERW, LSAW, SSAW, and seamless for small-bore), the three internal lining systems that protect against tuberculation and corrosion, the four external coating systems, and the three jointing methods that decide whether your line goes in cleanly or fights you at every thrust block.
Steel pipe is the backbone of long-distance water transmission, raw water intake, and large-diameter desalination. The South-to-North Water Diversion Project, the Pearl River Delta Water Resources Allocation Project, the Qingdao Yellow River East Water Transmission Project, the U.A.E. Desalination Project, and the AlSharqiya Water Transportation System Upgrade Project in Oman all run on welded steel pipe — and they all run on it because, at φ2000 and above, steel is the only material with the pressure rating, the impact toughness, and the field-joint flexibility that large water mains need.
The problem is that the same line class can be specified five different ways. Chinese municipal projects use GB/T 3091 for low-pressure supply and SL 432 for large-diameter trunk. U.S. utility projects use AWWA C200 with AWWA C205 cement mortar lining. European water projects use EN 10224. Cross-border desalination projects use API 5L PSL 2 even when the medium is seawater intake rather than oil. The mill-direct sourcing path that EZ Steel Industrial has refined since 1994 — and the bundled [carbon steel pipe](https://www.ezindustrialtube.com/products/Carbon_Carbon_Alloy_Steel/) + [pipe fittings](https://www.ezindustrialtube.com/products/pipe_fittings892/) + [pipe flanges](https://www.ezindustrialtube.com/products/pipe_flanges/) + gaskets + [stainless steel pipe](https://www.ezindustrialtube.com/products/stainless_steel/) delivery that goes with it — is the same path the China water-diversion projects and Middle East desalination tenders follow.
The first question to settle is which standard your drawing or tender actually calls out. The same water main, written by a Chinese municipal consultant, a U.S. utility engineer, a Gulf EPC contractor, and a European water board, can produce four different specifications. The table below maps the most common standards you will see in 2026 water-pipeline RFQs.
| Standard | Origin / Region | Typical use | Diameter range we supply | Notes |
|---|---|---|---|---|
| AWWA C200 | U.S. (AWWA) | Steel water pipe, raw and treated | φ200 – φ4000 mm | Paired with AWWA C205 (cement mortar lining), AWWA C210 (epoxy), AWWA C213 (FBE), AWWA C222 (polyurethane) |
| EN 10224 | Europe (CEN) | Non-alloy steel tube and pipe for the conveyance of aqueous fluids | φ26.9 – φ2743 mm | Common for European water utility tenders; often called out as EN 10224 + drinking-water approval (e.g. DVGW, KIWA) |
| ISO 2531 | International (ISO) | Ductile iron pipes — listed here only because it appears in some "all-pipe" tenders | DN 40 – DN 2600 | Different material (DI), but bids frequently include both steel and DI options |
| GB/T 3091 | China (AQSIQ) | Welded steel pipe for low-pressure liquid delivery (water, air, steam, gas) | φ21.3 – φ2620 mm (per recent Chinese project deliveries) | Most common Chinese standard for water supply, drainage, fire-fighting mains; grade Q195 to Q345 |
| SL 432 | China (water resources industry) | Large-diameter welded steel pipe for water transmission | φ1000 – φ4840 mm (per Pearl River Delta A2 project) | Used on hydraulic steel pipelines under GB 50766 construction & acceptance code |
| API 5L PSL 2 | International (API) | Line pipe — for water, the standard is used in Gulf desalination and Middle East water transmission | φ60.3 – φ2032 mm (80") | U.A.E. desalination: 48"–80" × 11.13–19.05 mm per API 5L PSL 2 |
| GB 50766 | China (code) | Code for construction & acceptance of hydraulic steel pipeline | All diameters | Not a pipe spec but the acceptance code that governs field welding, NDT, and hydrostatic test |
If your tender references only "welded steel pipe for water," ask the engineer which of the above is intended. Each implies a different chemistry, a different impact test regime, and a different lining/coating conversation.
The word "welded" hides three different processes, and each has a sweet spot. Picking the wrong one usually shows up in cost — not in failure — but it can also show up in dimensional tolerance, field-handling weight, and girth-weld fit-up.
ERW is the right process for small- and medium-bore water service lines, fire-fighting mains, plant yard piping, and the smaller diameters in distribution networks. The seam is a forge-welded longitudinal bond produced by induction or contact welding, with the inside flash (weld bead) removed by in-line scarfing. For AWWA C200 service, ERW is the default up to about φ660 mm. For [carbon steel pipe](https://www.ezindustrialtube.com/products/Carbon_Carbon_Alloy_Steel/) in Q195 to Q345B per GB/T 3091, our deliveries run from φ21.3 mm service taps to φ660 mm distribution mains.
LSAW is built from plate, formed into a cylinder, and welded with one or two longitudinal passes. It carries the high-pressure and high-toughness service where ERW is not available. For long-distance water mains in API 5L PSL 2 grades up to X80, or in EN 10224 grades L235 to L485, LSAW is the workhorse. The advantage is tight OD and roundness tolerance, which makes field girth-welding faster.
SSAW is the cost-effective answer when the diameter is very large and the order is high volume. The coil is fed at an angle, the seam spirals around the cylinder, and one or two inside/outside SAW passes complete the weld. Diameter flexibility is the main advantage — the same mill can produce φ800 and φ3500 mm by changing coil width and forming angle. For Chinese water-diversion projects under SL 432, SSAW is the dominant process. The Pearl River Delta Water Resources Allocation Project, Section A2, was supplied at φ4840 × 20 mm — that is SSAW territory. At EZ Steel, our pipeline works deliveries cover both LSAW and SSAW at the diameters that municipal tenders actually request.
Seamless pipe is not a "water main" product, but it is the right answer for plant yard service lines, chemical dosing, and any high-pressure penstock that feeds from the main to a pump or a treatment skid. For stainless service water, we shift to [stainless steel pipe](https://www.ezindustrialtube.com/products/stainless_steel/) in ASTM A312 / A213 austenitic grades, often 304L or 316L for corrosion resistance.
Rule of thumb we use in our quotations: ≤ φ660 → ERW; φ660 to φ1626 → LSAW; φ800 and above for bulk tonnage → SSAW; high-pressure penstock, instrument air, and chemical service → seamless or stainless.
A bare steel water pipe will tuberculate (build up internal rust nodules) inside 5 to 10 years and lose hydraulic capacity. The lining decision is the most consequential one for service life, and the cheapest part of the project to argue about — and the most expensive to get wrong.
Cement mortar is the workhorse for municipal water. It is cheap, it is forgiving of steel-surface preparation, and it actively passivates the steel because the cement paste is highly alkaline. AWWA C205 specifies thickness by diameter: typically 6 mm for φ100–φ300, 9 mm for φ350–φ910, 12 mm for φ960–φ1830, and 16 mm+ for φ1980 and above. For the Pearl River Delta A2 line at φ4840, the cement mortar lining was applied centrifugally and finished to 16–20 mm. For Chinese water-diversion projects, this is the default.
Polyurethane is the lining of choice where the water is aggressive (low pH, high chloride, high sulfate) and where cement mortar will not last. AWWA C222 polyurethane is typically applied at 0.8 to 1.5 mm DFT, shop-applied to a near-white metal blast. It is the modern alternative to coal-tar epoxy, which is now restricted in most jurisdictions.
AWWA C210 epoxy is a 100% solids, amine-cured lining applied at 250 to 500 µm DFT. It is the right answer for raw water with elevated chloride, for service water with disinfection by-products, and for retrofit lining on smaller diameters where cement mortar is impractical. The surface preparation must be SSPC-SP10 near-white metal, and the applicator needs a controlled shop — not a field yard.
Pitfall to avoid. Specifying only "internal lining" without naming the standard, the thickness, and the surface preparation is the most common cause of dispute. A common variation in 2026 tenders: "cement mortar lining to AWWA C205" written by the engineer and "cement mortar lining to internal standard" interpreted by the supplier as a 6 mm field-troweled lining on a rust-grade surface. Lock the standard, the thickness, and the surface preparation into the technical contract.
The outside of a buried water main has to survive soil stress, groundwater, and stray current. The four coating families cover most of what you will see.
3LPE is the dominant coating for buried water and gas mains in Europe, the Middle East, and most export projects. Layer 1 is FBE (fusion-bonded epoxy, ~100–200 µm). Layer 2 is a copolymer adhesive (~200 µm). Layer 3 is extruded polyethylene (2.0–3.0 mm). Total system thickness is typically 2.5–3.5 mm. For Chinese municipal water, 3LPE is increasingly specified on trunk mains under SL 432.
FBE is a single-layer epoxy powder applied to a near-white metal blast and heat-cured to ~300–400 µm DFT. It is the right answer for elevated service temperature (up to ~95 °C), for rocky backfill, and for projects that want a single layer rather than a multi-layer system. AWWA C213 is the North American reference.
Tape wrap (coal-tar or petrolatum-impregnated) is still specified for small-bore yard piping and for repairs. Coal-tar enamel is largely obsolete and is being phased out for environmental reasons. If your spec is older than 2015, it is worth confirming whether coal-tar is still the intended system or whether it is a holdover from a previous project.
For any buried water main that will see a CP system, the coating must be compatible with the cathodic protection. 3LPE and FBE both pair with impressed-current CP. Tape wrap and coal-tar are usually paired with sacrificial-anode CP only.
The joint is where water mains leak or last. The three families of jointing cover most water-pipeline practice, and the choice drives the [pipe flanges](https://www.ezindustrialtube.com/products/pipe_flanges/) and [pipe fittings](https://www.ezindustrialtube.com/products/pipe_fittings892/) you need to buy alongside the pipe.
For large-diameter steel water mains, butt-welding is the standard. Each pipe is delivered with a square-cut or beveled end, a backing ring may be fitted, and the girth weld is made in the trench under a qualified procedure. AWWA C206, EN 1708, and GB 50766 §6 all cover the field-welding rules. NDT is mandatory — typically 100% radiographic or 100% ultrasonic for the girth welds, with magnetic-particle or dye-penetrant on the root and cap. For the Pearl River Delta A2 line, the field-welding and NDT were done to GB 50766.
Flanged joints are used at valve connections, at fittings, at tie-ins to existing mains, and where the line is above-ground. For water service, flanges are typically AWWA C207 Class D or E (for steel-ring or hub flanges) or ASME B16.5 Class 150. The flange facing is usually RF (raised face) for water; FF (flat face) is used for the cast-iron and ductile-iron side. The [pipe flanges](https://www.ezindustrialtube.com/products/pipe_flanges/) must be shipped with the correct facing, bolt-hole pattern, and matching gaskets (EPDM or NBR for fresh water, NBR for seawater). We supply flanges to AWWA C207, ASME B16.5, ASME B16.47, and EN 1092-1 from the same mill as the pipe, so the facing matches the valve body and the bolt circle matches the gasket.
Push-on joints with elastomeric gaskets are standard for ductile-iron mains and for some large-diameter steel pipe with a factory-applied bell end. AWWA C111 / ANSI A21.11 covers the rubber-gasket joint for DI. For steel water pipe, the equivalent is a factory-formed bell with a factory-bonded rubber gasket, used for non-critical and lower-pressure service. The advantage is installation speed; the disadvantage is the need for thrust blocks at every bend, tee, and reducer, because the joint is not restrained by itself.
Thrust-block reminder. A push-on joint transmits axial force only through friction. Every elbow, tee, reducer, and dead-end must be restrained by a concrete thrust block sized to the test pressure × the cross-sectional area. Engineers routinely forget to size the thrust block for the field hydrostatic test pressure, which is usually 1.5× the working pressure. Result: the joint pulls apart during the test.
A water main is not just pipe. Every 200 to 500 metres there is a fitting or a valve, and the entire line is held together by flanged connections. The most common project failure we see is not the pipe itself — it is the missing fitting, the wrong flange facing, or the undersized valve that arrives two months after the pipe and stops the whole line. We have been bundling water-line deliveries since 1994, and we have learned to include the following five items in every water-main PO.
Bundled delivery means one PO, one mill, one quality file. It also means that the chemistry of the line pipe, the fittings, the flanges, and the bolting is consistent — because it came from the same heat-number lot where possible. For the Pearl River Delta A2 line and the South-to-North Water Diversion Project, this is the delivery model that we have used.
The hydrostatic test is the moment of truth for a water main. AWWA C600, AWWA C605, EN 805, and GB 50268 all cover the test procedure, with the same essential steps: fill the line, vent air, raise to test pressure, hold, inspect for leaks. The most common test failure we have seen is not pipe failure — it is gasket failure at a flanged connection that was not pre-tightened correctly, or a push-on joint that pulled apart at a bend where the thrust block was undersized.
| Standard | Test pressure (typical) | Hold time | Acceptance |
|---|---|---|---|
| AWWA C600 (steel) | 1.5 × working pressure, or working pressure + 1.0 MPa, whichever is lower | 2 hours minimum | No pressure drop; no visible leakage |
| EN 805 | STP (system test pressure) — usually 1.5 × MDP (maximum design pressure) | 1–2 hours, depending on diameter | Pressure drop ≤ 0.02 MPa (or per project spec) |
| GB 50268 | 1.5 × working pressure, but not less than 0.6 MPa | 10 minutes at test pressure, then drop to working pressure for inspection | No visible leakage; pressure drop ≤ 0.05 MPa in 10 min |
For steel pipe, the test pressure must also be below the mill hydrostatic test pressure stamped on the pipe. If the test pressure is higher than the mill test pressure, the mill will not stamp the pipe and the inspector will not accept it. We work this calculation into the technical contract before production, so the pipe arrives with the right mill-test headroom for the field test.
For a water main that is going into a public supply, the MTC (mill test certificate) is not a nice-to-have — it is a regulatory requirement. EN 10204 defines four types: 2.1 (declaration of compliance with the order), 2.2 (test report), 3.1 (mill-issued, with test results traceable to the heat), and 3.2 (mill + independent third-party). For AWWA C200 and most water-utility tenders, 3.1 is the default. 3.2 is mandatory for nuclear, for some desalination projects, and for projects where the owner insists on a third-party witness.
A 3.1 certificate carries the heat number, the chemical analysis, the mechanical test results (tensile, impact, hardness), the hydrostatic test result, and the NDT coverage. It must be traceable to the actual pipe delivered, not a generic data sheet. We issue 3.1 certificates as standard, and we arrange 3.2 certificates through the inspection agency of your choice (SGS, BV, TÜV, LR, DNV).
These are the five issues we see most often in incoming RFQs for water transmission steel pipe. None of them are exotic. All of them are avoidable with the right spec language.
For SSAW, we can go to φ3500+ mm. The Pearl River Delta Water Resources Allocation Project Section A2 was supplied at φ4840 × 20 mm. For LSAW, the practical maximum is around φ1626 mm. For ERW, the practical maximum is around φ660 mm.
Yes. For Chinese water-diversion projects and for export projects under AWWA C200 or API 5L PSL 2, we deliver pipe with AWWA C205 cement mortar lining internally and DIN 30670 3LPE externally, with the ends left bare for field girth welding. The lining is protected at the ends with a shrink sleeve or a temporary cap.
Yes. We bundle fittings and flanges from the same mill, in the same material and the same standard. [Butt weld fittings](https://www.ezindustrialtube.com/products/618.html/) to ASME B16.9 for the line, [steel flanges](https://www.ezindustrialtube.com/products/622.html/) to ASME B16.5 / B16.47 or AWWA C207 for the flanged connections, and matching gaskets, stud bolts, and nuts in the right ASTM A193 / A194 grades.
For chlorinated water, for seawater desalination, and for high-purity service water, we shift to [stainless steel pipe](https://www.ezindustrialtube.com/products/stainless_steel/) in ASTM A312 / A213 austenitic grades (TP304L, TP316L) or in duplex 2205 / super-duplex 2507 for the most aggressive service. The lining and coating conversation changes — stainless is internally bare, and external coating is typically FBE or 3LPE.
Yes. We have supplied line pipe, fittings, flanges, gaskets, stud bolts, and industrial valves as a single PO for the South-to-North Water Diversion Project and for export water-transmission tenders. One quality file, one delivery schedule, one point of accountability from billet to trench.
For a typical 5,000 to 20,000-ton order, lead time is 60 to 120 days from PO, depending on diameter, wall thickness, lining/coating scope, and the inspection regime (3.1 vs 3.2). Smaller orders in stock grades can ship in 30 to 45 days. We lock the schedule at the technical-contract stage so the EPC programme can plan around it.
The fastest quotations come from RFQs that include the following nine items. Missing items lead to assumptions, and assumptions lead to qualification queries that slow everything down.
