Can I substitute GB/T 13296 for ASTM A213 in an ASME-stamped boiler?
Only if the design code and the authorized inspector both accept the GB material. Many EPCs allow a dual-certified tube (GB/T 13296 + ASTM A213) so the same heat satisfies both regimes. If the tube is single-stamped to GB only, the inspector can reject it.
Is GB/T 13296 lower quality than ASTM A213?
